Prices swing a lot by city and season, but the pattern is steady. The Balkans and Eastern Europe are cheapest, Central Europe sits in the middle, and Western Europe and the big capitals cost the most.

For hostels, one to three weeks ahead is usually enough outside peak summer and big events. For budget hotels in the larger cities, booking three to six weeks ahead gets you the better rooms before they sell out. Weekends cost more than weekdays almost everywhere, so a Sunday to Thursday stay stretches your money further.
Choose a dorm if you are comfortable sharing, since it can be a third of the price of a private room. Look slightly outside the old town or main station, where the same room is often cheaper and still a short walk or tram ride away. Filter for places with a kitchen so you can cook a few meals instead of eating out every time. Read recent reviews for cleanliness and noise rather than chasing the very lowest price, because a bad night of sleep costs more than the few euros you saved.
Bring your student card, as some hostels and city cards offer small discounts. If you are travelling with friends, a private hostel room split two or three ways can beat a dorm per person. And if your plans are flexible, midweek stays in shoulder season are where the real savings are.
